No, RouteIQ is not included in Zoho One.
To provide you with a premium mapping solution, we rely on a third-party map vendor, Google Maps. They charge for every map activity, like converting an address into GPS coordinates, map visualization, searches, and route planning. Due to the dependency on an external vendor, we have presented RouteIQ as a paid solution.
Converting an address to GPS coordinate is called as record credit.
For example, if your CRM account has 1000 records (Leads-200, Contacts-200, Accounts-200, Deals -200 & Events -200) and you want to work all the 1000 records with RouteIQ, you have to purchase 1000 record credits.
Note: The converted GPS coordinates are valid only for 3 months. So the addresses should be converted again once every 3 months which will consume one record credit for each address conversion.

Yes. You will get 1,000 free record credits per user per month. If your billing is annual, you will get 12,000 free record credits upfront for that year.
No. It is purely based on the number of records in your CRM account. You can purchase the record credits anytime as and when you need it.
No. RouteIQ supports CRM module/view level configuration. So you can purchase only based on selective modules/views which you want to work with RouteIQ.
Yes. Any unused record credits will expire a year from the date that they were credited.
