My user can not file the GST returns despite having the necessary permissions. What could I be missing?

The user should have permission for Taxes and GST filing modules. The admin should follow the below steps to provide access for the user:

Navigate to Settings at the top-right corner of the page.
Select Roles under Users & Roles.
Click Edit next to the required role.
Scroll down to the Settings module and enable the checkbox against Taxes.
Similarly, enable Permission for GST filing module.
Click Save.
